Your first question is tricky because Osteen has publicly stated he is not a pastor & has no ministerial training.
If by “fraud” you mean “fake Christian” then the answer is undeniably YES.
Osteen has stated in many televised interviews that he believes “there are many ways to get to Heaven.”
By definition, a Christian believes only by accepting Jesus Christ of Nazareth and his teachings can humanity receive the blessing of a restored relationship with God.
You’re right about my question re: Joel Osteen — so let me ask a different way:

I’m not CD, so what I say next is my opinion.
1) Joel Osteen knows he is lying to people. This is evidenced by the fact he does not believe what he preaches. Watch some of his old interviews and you will see.
2) Remember when a hurricane (maybe Harvey) hit Texas & the only reason he opened his massive church as a shelter is because he was being shamed & ridiculed online?
3) If you like conspiracy or Truther videos & articles you might want to research his wife Victoria. Her father was a Nazi who went to work for NASA. She visibly shakes anytime someone mentions him or his name.
