Under the new tax plan, graduate students must pay taxes on their tuition waivers in addition to their stipends. They pay a larger portion of their income to the tax man than millionaires. They never receive the waivers so why should they pay taxes on it? The students will be living at the poverty level.
You know what is happening. THEY want education only for themselves so they can control the masses.
