2) Prince Andrew could have been standing on a lower step which would make Ms. Roberts appear taller than she is.
3) Some houses have a split level between rooms. This appears to be the case in the photo. He would have to go up a step to stand on the same floor they are standing on.
I am going with option 3. Why you ask? Look at Ghislaine Maxwell the pic. Even though her body is leaning, she still appears taller than both Virginia Roberts and Prince Andrew. Prince Andrew is 6 feet tall. I doubt Ms. Maxwell is taller than this.

Poor Harry. I remember about 2 months after Diana died she psychically came through to a lady as she did with a few people.
