I did more digging. Musk was in California for 2 days but decided to defer his enrollment. The only way he could have done this is if classes had not officially started yet. Therefore, he is not a college/university drop out.

After graduation, Musk traveled to Stanford University to study for his PhD — but he barely started the program before leaving it. He deferred his admission after only two days in California, deciding to test his luck in the dot-com boom that was just getting underway. He never returned to finish his studies at Stanford.

After leaving Penn, Musk headed to Stanford University in California to pursue a PhD in energy physics. However, his move was timed perfectly with the Internet boom, and he dropped out of Stanford after just two days to become a part of it, launching his first company, Zip2 Corporation in 1995. Musk became a U.S. citizen in 2002.

Christian gave him good advice for free: Hang a photo of Nikola Tesla in his (Elon’s) offices & work spaces. If Elon honors Tesla then God will reward him beyond his wildest dreams. The space exploration will pale in comparison.
