I can think of a few reasons why Andrew is the fall guy:
1) Andrew could be the only person the authorities can prove was involved with rape & human trafficking.
2) The others involved with Epstein probably covered their tracks better.
3) Andrew might not have covered his tracks well because as a senior British Royal he is considered to be “above the law.”
4) Andrew might not have covered his tracks well because as a senior British Royal he enjoys diplomatic immunity. His mother would have to revoke his status if the authorities hope to arrest him.
5) Andrew is the “big fish.” The others involved with Epstein might have provided information about Andrew in exchange for immunity against prosecution. I don’t blame them.

In spite of the statements the Duke of York has released via BP stating he would cooperate with the Epstein enquiry, it is abundantly clear from the "if push comes to shove and the legal advice was to do so" comment he made after stating he would testify under oath during the disastrous BBC Newsnight interview he had and has no intention whatsoever of helping the Epstein investigation. If he was going to, he would have done so already.
Prince Andrew can be arrested, and in the eyes of the law, he is no different from every other citizen of the UK, with the exception of his mother. Members of the Royal family, apart from his mother, are not above the law. The Royal family is not above the law.
Although diplomatic immunity was attached to Prince Andrews 'role' when he was UK trade envoy, a position he gave up in 2011, the Prince is NOT above the law and has no diplomatic or sovereign immunity. Only the Queen is entitled to sovereign immunity. In fact, the Queen is immune from arrest in all cases. Nor can an arrest can be made "in the monarch's presence", or within the "verges" of a royal palace. Hence the reason why Andrew constantly shadows her.
